I need to boot up from my cloned external drive because some files seem to be missing after I did a clean install of Leopard. I need to boot up and run FCP, can I do that? Will it act as it did before? I want to boot up from my cloned drive which is Tiger.....with all my files and apps.

That's the whole point of CCC. Open system Prefs > Start Up drive, select your CCC drive.
