Letterbox effect lost offset feature?

When I apply the letterbox effect and set 2.35:1 aspect ratio of course I want to adjust the offset, which prior to my upgrade was very simple, the offset control was below it... Where did it go and how do I accomplish that now? Additionally, has anyone noticed or experienced that the playhead does not snap to the skimmer head anymore if you are on the clip?
