It's because he doesn't pay Apple to be in a recognized group of developers. Go to system preferences, go to Security & Privacy and you should see an alert that you tried to open it but it prevented it. Click "Open anyway". You might get a warning about how your Mac will be taken over by virus terrorists and the world will end, but it's OK. It will be fine. Install.
