best method to download

I've been googling, but wanted to ask best method (legal) to get decent quality download of news clips to import to fcp?

Typically, if your downloading content that is for sale under licensing, the seller will have an FTP or some other method of getting the content to their users and sometimes even have the footage available in different resolutions.

Is there a specific site that you're trying to download from that is giving you problems?

I was looking at political's, grabbing broadcast news clips which apparently is legal thru the Fair Use Act. I have always used stuff I shot, but am being asked for this. I have researched the legality of this and as long as it is from the network's own website or youtube channel/facebook page it is legit.

I saw something called "streaming video recorder", any knowledge of this tool? You can choose 1080p to H .264, but it still comes out mp4.
