As long as it isn't copyright protected material, you can use MPEG Streamclip to convert the DVD's VOB files to an MPEG-4 video. Alternatively, you can use an app like Handbrake.

Connect the iPad to the computer and launch iTunes. Click on the iPad name. Click on the Movies Tab. Click on/select the movie that you want to sync.
