Yes, but it will most likely make the resulting video look very soft or pixelated. You can use QuickTime Pro, Compressor, Adobe Premiere or Premiere Elements to upscale the original.

Another way is to create the 1080 background, then put the original video on higher layer - then export as 1080. The resulting video will show the original video at it's original resolution.
