I have no idea who produced it, but it most likely made with either motion or after effects, but possibly shake, I have never used shake though. Theres a tutorial on here on how to make something similar about prepping images for 3d animation which gives you the gist of what to do... someone can probably direct you to a good tutorial with a direct link.
