split edit in timeline question

Hi, when i'm taking a clip from the browser to viewer i have no problem spliting my ins and outs and changing them, but when i click on a clip on my timeline to bring it up in the viewer, it won't do it (and i'm not making them longer) but it will for regular in/out. Why? or am i missing something?
