4:3 title safe within a 16:9 workflow?

I'm doing a project for a local nonprofit, creating web videos that are also being used for in house presentations. However, they also want some of the material we shot to be used for PSA's for broadcast. The material was shot in HDV and downconverted to SD 16:9. However, I'm concerned about staying within title safe for broadcast, because I'm not certain the deliverable (16:9 DV on a mini DV) will be broadcast anamorphic. Watching commercials on a 4:3 screen, it appears that what stations are doing with 16:9 is just expanding it until the left and right sides of the image spill off the screens? If this is the case, do I need to make sure the text info on the 16:9 workflow stays within 4:3 title safe, and if so, is there a template out there that I can use to make sure none of the text info is cut off?
