light hit video effect

Hi,

Got an actor wearing a cap with little silver jangles hanging on it. Looking for a filter to create a reflective hit off of one of the jangles.
Also don't want the series of concentric circles going towards the lens, just the hit.

He is moving as well. Can I use motion. I don't have AE.

I have Studio 2.
