Blu-Ray is Blurry or shimmers

Shot video with Canon HD cameras.
Edited in FCP using multiclip.
Exported to Quicktime file as a reference file
Compressed using compressor 3 (I think we used the Ken Stone-Encore recommendations)
Brought into Encore, created menu, everything looks great.
Built as BDMV folder
Burned using Toast

Everywhere the camera pans, it sort of shimmers, the kind that will give you a headache. The rolling credits were worse, shimmering or shaking.

Any ideas?
