3-d looking stills

Hello,
I've been seeing in docs and spots lately, an effect where they seem to move a person(s) to the forefront, eliminating the 2D look and making it look like a diorama. In some cases, the movement is actually included. Anyone know how this is done?

Thanks, read it and posted on this same question on that thread...can you do the PS then do this in Motion instead of AE? And any tutorial on that?

This is very easy in Motion. If you can wait I will try to make a little tutorial this Saturday, then I will post it here.
