problems with creating a 24p dvd

I am trying to do a test of a 24p dvd and i'm having some problems. I have all of the correct settings in FCP and in compressor I have made sure it is set to a 23.98 frame rate. But when I import the MPEG2 into DVD studio pro it is saying that the track is 29.97. How do I make it so that the track is infact 23.98?
