Which is actually 4:3 Frame for NTSC broadcast?

I am sure this has been covered..I am cutting a commercial that was shot is HDV (1440x1080). We will need to downconvert to SD 4:3 for broadcast, using edgecrop. To show my client how it will look in a 4:3 frame, I have overlaid a safe guide which shows 4:3 frame 4:3 action safe and 4:3 title safe. I know that I need to keep the titles in title safe, but if I want to crop the image to show him what will be seen on the TV, do I crop to the 4:3 frame or the 4:3 action safe lines.
